The Action Item Report application is available to all user roles from the Reports menu in the web browser and the Study tab in the mobile view. The report lists the action items relevant to you (i.e., it contains all the action items that are assigned to your role). The idea is to keep your Action Item Report empty, meaning the tasks assigned to your role are complete and up to date
